The only low-profile polyethylene spill pallet strong enough to handle full IBCs.  The Ultra-Spill Pallet P4 Plus has a weight capacity of 9,000 lbs.  So even though it is most commonly used for 55-gallon drums, it is strong enough to hold a full IBC tote.
